Workforce Solutions Coastal Bend (WFSCB) is soliciting proposals from qualified commercial banks who have the proper authority to offer banking services and the proven ability to perform the services requested. The initial contract will be awarded for a period not to exceed twelve (12) months ending on September 30, 2023. The contract may be renewed for three (3) additional one-year periods beyond the original acceptance award for a total not to exceed four (4) years.

The Texas Commission on Environmental Quality (TCEQ or commission) staff is providing an opportunity for written public comment on the listed Agreed Orders (AOs) in accordance with Texas Water Code (TWC), §7.075. Notice issued June 29, 2023

TCEQ Internal Control No. D-05022023-004; Peach Creek TX, LLC, a Texas limited liability company, (Petitioner) filed a petition for creation of Walker County Municipal Utility District No. 1 (District) with the Texas Commission on Environmental Quality (TCEQ). The petition was filed pursuant to Article XVI, §59 of the Constitution of the State of Texas; Chapters 49 and 54 of the Texas Water Code; 30 Texas Administrative Code Chapter 293; and the procedural rules of the TCEQ. The petition states that: (1) the Petitioner holds title to a majority in value of the land to be included in the proposed District; (2) there is one lienholder, H & B Development and Construction, LP, on the property to be included in the proposed District and information provided indicates that the lienholder consents to the creation of the proposed District; (3) the proposed District will contain approximately 216.78 acres located within Walker County County, Texas; and (4) the land within the proposed District is not within the corporate limits or extraterritorial jurisdiction of any city. The petition further states that the proposed District will: (1) purchase, design, construct, acquire, maintain, own, operate, repair, improve, and extend a waterworks and sanitary sewer system for residential and commercial purposes; (2) construct, acquire, improve, extend, maintain, and operate works, improvements, facilities, plants, equipment, and appliances helpful or necessary to provide more adequate drainage for the proposed District; (3) control, abate, and amend local storm waters or other harmful excesses of water; and (4) purchase, construct, acquire, maintain, own, operate, repair, improve, and extend such additional facilities, including roads, systems, plants, and enterprises as shall be consonant with all of the purposes for which the proposed District is created. According to the petition, a preliminary investigation has been made to determine the cost of the project, and it is estimated by the Petitioners that the cost of said project will be approximately $31,370,000 ($28,040,000 for water, wastewater, and drainage, $3,330,000 for roads).

Notice of Public Hearing on Proposed Revisions to 30 TAC Chapter 50

The Texas Commission on Environmental Quality (commission) will conduct a public hearing to receive testimony regarding proposed revisions to 30 (Texas Administrative Code) TAC Chapter 50, Action on Applications and Other Authorizations, §50.131, under the requirements of Texas Health and Safety Code (THSC), §382.017 and Texas Government Code, Chapter 2001, Subchapter B.

The proposed rulemaking would implement a correction to an agency rule to conform with statutory requirements. The agency would delete 30 TAC §50.131(c)(1) and renumber the remaining parts of §50.131(c). This would remove the exemption for a motion to overturn the executive director's decision on registrations for authorization under an air quality standard permit, as required by THSC, §382.016(b).

The commission will hold a hybrid virtual and in-person public hearing on this proposal in Austin on Monday, August 1, 2023, at 10:00 a.m. in Building E, Room 201S at the commission's central office located at 12100 Park 35 Circle. The hearing is structured for the receipt of oral or written comments by interested persons. Individuals may present oral statements when called upon in order of registration. Open discussion will not be permitted during the hearing; however, commission staff members will be available to discuss the proposal 30 minutes prior to the hearing.

Individuals who plan to attend the hearing virtually and want to provide oral comments and/or want their attendance on record must register by Friday, July 28, 2023. The Texas Commission on Environmental Quality (commission) will conduct a public hearing to receive testimony regarding proposed revisions to 30 Texas Administrative Code (TAC) 290, Public Drinking Water, §§290.38, 290.39, 290.41, 290.42, 290.43, 290.44, 290.45, 290.46, and 290.47, as well as Chapter 291, Utility Regulations, §§291.160, 291.161, 291.162, and new §291.163, under the requirements of Texas Government Code, Chapter 2001, Subchapter B.

The proposed rulemaking would amend 30 TAC Chapter 290, Subchapter D, and Chapter 291, Subchapter L, for consistency with the Texas Water Code, §§13.1394, and 13.1395; to add weather resiliency requirements consistent with the Winter Storm Uri after-action review findings; and to clarify and streamline existing state rules.

As a certified telecommunications utility (CTU), Southwestern Bell Telephone Company dba AT&T Texas seeks approval on behalf of Huntsville to provide non‑emergency 311 services to Huntsville's residents within the city limits of Huntsville, Texas, and to portions of surrounding communities in Southwestern Bell Telephone Company dba AT&T Texas's certificated service area.

Non-emergency 311 service is available to local governmental entities to provide to their residents an easy-to-remember number to call for access to non-emergency services. By implementing 311 service, communities can improve 911 response times for those callers with true emergencies. Each local government entity that elects to implement 311 service will determine the types of non‑emergency calls their 311-call center will handle.

Notice of Proceeding for 2023 Annual Compliance Affidavit Attesting to Proper Use of Texas Universal Service Fund

Notice is given to the public of the 2023 compliance proceeding initiated by the Public Utility Commission of Texas (commission) for eligible telecommunications providers (ETP) and resale eligible telecommunications providers (RETP) to attest to the proper use of Texas universal service funds (TUSF).

Project Title and Number: Annual Compliance Affidavit Attesting to Proper Use of Texas Universal Service Fund Pursuant to PURA § 56.030. Project Number 32567.

The commission initiated this proceeding under Public Utility Regulatory Act (PURA) § 56.030 and 16 Texas Administrative Code (TAC) §26.417 and §26.419. PURA § 56.030 requires that on or before September 1 of each year, a telecommunications provider that receives disbursements from the TUSF file with the commission an affidavit certifying that the telecommunications provider complies with the requirements for receiving money from the TUSF and requirements regarding the use of money from the universal service fund program for which the telecommunications provider receives disbursements.

This certification requirement applies to every ETP and RETP receiving support from the TUSF. In accordance with PURA § 56.030 and 16 TAC §26.417 and §26.419, each ETP and RETP receiving TUSF support must file with the commission a sworn affidavit (using the commission prescribed form) certifying that the provider complies with the requirements for receiving money from the TUSF and the requirements regarding the use of money from each TUSF program for which the provider receives funds. All carriers in Texas requesting certification by the commission shall submit an affidavit by September 1, 2023.

Notice of Proceeding for 2023 Annual State Certification for Designation of Common Carriers as Eligible Telecommunications Carriers to Receive Federal Universal Service Funds

Notice is given to the public of the 2023 certification proceeding initiated by the Public Utility Commission of Texas (commission) for state certification of common carriers as eligible telecommunications carriers to receive federal universal service funds.

Project Title and Number: Designation of Common Carriers as Eligible Telecommunications Carriers to Receive Federal Universal Service Funds. Project Number 24481.

Under 47 Code of Federal Regulations § 54.314, the commission annually certifies that all federal high-cost support provided to carriers in Texas was used in the preceding calendar year and will be used in the coming calendar year only for the provision, maintenance, and upgrading of facilities and services for which the support is intended. The commission must file the certification with the Federal Communications Commission and the Universal Service Administrative Company by October 1 each year in order for ETCs to receive federal high-cost support. Without certification, carriers will not receive federal high-cost support.

The certification requirement applies to all incumbent local exchange carriers and competitive eligible telecommunications carriers seeking federal high-cost support. Under 16 Texas Administrative Code §26.418(k), each carrier must provide the commission with a sworn affidavit certifying that the carrier complies with federal requirements for receiving federal high-cost support. All carriers in Texas requesting certification by the commission must submit an affidavit by September 1, 2023.
